Administrative Sergeant

Administrative Sergeant Mowinski has been with the Northlake Police Department since 2002. During this time, Sergeant Mowinski has served as a Police Officer, Evidence Technician, Field Training Officer, Detective, Firearms/Taser/CPR/Red Dot Optics Instructor, Detective Sergeant, and Patrol Sergeant before his current role as an Administrative Sergeant. Sergeant Mowinski also served as an evidence technician for the West Suburban Major Crimes Task Force (WESTAF). In 2018, Sergeant Mowinski graduated from Northwestern University’s School of Police Staff and Command.

As Administrative Sergeant, Sergeant Mowinski oversees the day-to-day functions of the Code Enforcement Officers to ensure residential and commercial compliance of all city ordinances and programs. He also supervises the department’s Social Service Coordinator, who connects residents to vital services designed to enhance their quality of life, while also following up with individuals interested in enrolling in the Department’s Northlake Cares Program.

As the department’s Training Officer, Sergeant Mowinski is tasked with overseeing the annual training program for officers, ensuring compliance with the State of Illinois' training mandates as outlined in the Safety Act. He is also responsible for disseminating important information to the community through the department’s CodeRed electronic notification system.

Sergeant Mowinski assists the Administrative Commander with other various duties to include evidence management, social media, special event coordination, and citizen dispute-resolution management.

The Administrative Sergeant reports directly to the Administrative Commander.
