The City Clerk’s Office is your resource for essential City services, public records, and official documents. We are dedicated to maintaining transparency and ensuring open access to city records. Whether you need to request public records, obtain licenses and permits, or access city council agendas and minutes, our team is here to assist you.

The City Clerk’s office is responsible for the following functions in the City:

  • Administers the oath of office to sworn officers of the City Council including committee members and commission members and aldermen.
  • Processes Freedom of Information Requests.
  • Maintains the official City Code Book, Zoning 1Zoning 2Zoning 3Zoning Map, keeper of the City seal, minutes, ordinances and resolutions passed by the City Council and various committees, municipal records, contracts, agreements and other pertinent documents.
  • Publishes all legal notices, and processes block party and solicitation requests.
  • Responsible for the recording and releasing of liens for past due water accounts.
  • Receives all petitions, bids, court requests, and other communications addressed to the corporate body.

Notary Public

The City of Northlake provides free Notary Public Services. If you need something notarized, please wait to sign the documents before the Authorized Notary Public.

Freedom of Information Requests

The Freedom of Information Act (FOIA) is a state statute (5 ILCS 140/1) that provides public access to government documents and records. The law provides that a person can ask a public body for a copy of its records and the public body must provide those records unless there is an exemption in the statute that protects those records from disclosure.

Please submit requests to the City of Northlake’s FOIA Officer, Nancy Pauletto, using the FOIA Request Form.  Requests can be submitted by regular mail to City Clerk, 55 E. North Avenue, Northlake, IL 60164, by email to [email protected], by dropping off in person, or by fax at 708-343-8708.  For the fastest response, please include an email address.  If you do not have an email address, please specify how we can get the requested documents to you, either by regular mail (include your address) or if you’ll pick them up.

Under the Freedom of Information Act, the public body must generally comply with the request within 5 business days.  Certain exceptions allow for an additional 5 business days.  If a fee is due, you will be notified of the cost, which must be paid before receiving the documents.

Permits and Licenses

Birth and Death Certificates

Birth and Death Certificates must be obtained from the County Clerk’s Office in the county in which the event occurred. If the birth/death occurred in Cook County, you may obtain a copy of the birth or death certificate  from the Cook County Clerk’s office or visit their convenient website.

Marriage Licenses

Northlake City Hall does not issue marriage or Civil Union licenses. Marriage and Civil Union licenses must be obtained from the Cook County Clerk’s office.

Vehicle Stickers

The City of Northlake does not issue Residential Vehicle Stickers.

Commercial Vehicle Stickers

All businesses must obtain a vehicle sticker for each vehicle registered to or located at an address within Northlake city limits. Any vehicle registered to a business or displaying business information is classified as commercial. A sticker is required for any vehicle registered to a Northlake address, no matter where it is parked or operated. Stickers become available for purchase in mid-May and must be displayed on the lower passenger side of the windshield by June 30th to avoid citations.

The license fees are to be paid every year to the City Clerk and shall be as follows:

Leased passenger vehicles $25.00
B plate $50.00
D plate $80.00
F plate $100.00
All plates over F $150.00

 

Per Northlake city code, the fee for stickers not purchased before August 15 shall be the cost of the license fee plus fifty percent (50%) of said license fee according to the plate type. (Section 6-1-5 of the Northlake City Code)

Voting Information

Early Voting

Early voting in person is another option. You may vote early at the Melrose Park Village Hall, 1000 North 25th Ave. Melrose Park, IL 60160.  See the Suburban Cook County Early Voting website for further information.

Absentee Ballots:

Absentee ballots are available at the Clerk’s office starting three weeks before an election for voters who cannot vote during regular hours or who have physical disabilities. Voters may request applications beginning 40 days before the election, and applications must be received by the Clerk’s office at least five days before Election Day. Alternatively, voters may choose to vote by mail. This option provides a convenient way to cast a ballot if visiting a polling location on Election Day isn’t possible or if voting early at an authorized site is preferred.
